    Emergency Management

Annual Hurricane Exercise (2024)

Meyers Emergency Management (MEM) was contracted to design, develop, and execute a Functional Exercise to test the capabilities of all Emergency Operations Center (EOC) partners in Escambia County, Florida. The scenario revolved around a Category 5 hurricane expected to make landfall within 12 hours, designed to rigorously assess the EOC’s overall function. Adding to the challenge, the exercise incorporated the newly upgraded WebEOC platform by Juvare, ensured full engagement of all EOC participants, and compressed a simulated 12-hour period into just 3 hours.

Leveraging our strong partnership with Juvare, the MEM team secured an on-site representative for the exercise, crafted a realistic catastrophic hurricane path using advanced simulation tools, and engaged EOC members with a diverse range of scenarios. These included a major bus accident with multiple injuries, a significant fire with numerous casualties, several road and infrastructure failures, and even a simulated cybersecurity incident involving a phishing email within the EOC.

Pratt Institute recognized the need for an executive workshop and a comprehensive campus-wide tabletop exercise. In today’s rapidly evolving threat landscape, Pratt’s Emergency Management and Public Safety divisions understand the importance of reassuring faculty, staff, students, and their families that their safety is the institution’s top priority. They emphasize that dedicated staff focus solely on safety, security, and emergency management every single day.

To address these needs, Pratt Institute turned to Meyers Emergency Management to craft the perfect solutions.

 

  • E.P. Bradley Hospital

General Emergency Management
(2021 - Present)

Meyers Emergency Management (MEM) was contracted to bolster the Healthcare Emergency Preparedness efforts at E.P. Bradley Hospital. Nestled in East Providence, Rhode Island, this renowned psychiatric hospital is dedicated to the mental health and well-being of children and adolescents. E.P. Bradley Hospital offers comprehensive inpatient and outpatient services, specializing in a broad spectrum of psychiatric disorders. With a team of expert clinicians, cutting-edge facilities, and a commitment to family-centered care, the hospital delivers innovative therapies and individualized treatment plans. Its mission is to enhance the lives of young patients through compassionate care, pioneering research, and robust community partnerships.

MEM was tasked with performing a gap analysis of the hospital’s current Emergency Management Program. This evolved into a comprehensive rewrite of the emergency operations plan, conducting the annual Hazard Vulnerability Analysis (HVA), and drafting several After Action Reports and Improvement Plans (AAR/IP). Additionally, MEM positioned the hospital for multiple exercises and supported the expansion of its emergency management program. All these efforts were aimed at ensuring E.P. Bradley Hospital remains at the forefront of pediatric psychiatric care, even in the face of emergencies.

  • EMS Organizational Analysis

EMS Organizational Analysis for the Southern Berkshire Region (2019)

Meyers Emergency Management, in collaboration with two other consulting firms, conducted a comprehensive analysis of the EMS capabilities in Southern Berkshire County. They assessed the ability of various EMS organizations to respond to calls and coordinate with partner agencies. Recognizing the decline in volunteer firefighters and the challenges in recruiting new ones, they examined staffing, organizational structure, and the conditions and locations of EMS and fire stations.

The consultants evaluated the current organizational structure to chart a path forward, acknowledging the interconnectedness of various factors. For instance, the type of emergency response vehicles impacts station size requirements, while the age and condition of stations influence their viability or the need for replacement. If a station requires replacement, the property sale and new location can provide strategic benefits. Additionally, savings on stations and new apparatus could potentially fund paid staffing.

Meyers Emergency Management, alongside the other firms, carefully balanced these factors to present a strategic blueprint for the future of EMS in Southern Berkshire County.
